Mission and Vision, Strategy
NYCU’s mission: to represent and protect the civil, political, social and economic rights of Ukrainian youth, to enhance the opportunities for personal development and active participation of young people in social and political life.
NYCU’s vision: Youth are an integral part of society and take an active and equal part in shaping the civic and political life of Ukraine and the world.
The main purpose of NYCU: to consolidate and develop democratic youth organizations in Ukraine to protect and represent the interests of young people at national and international levels.

Institutional development of NYCU
Objective: To build a stable NYCU structure
- develop a system of motivation for youth organizations to enhance the participation of NYCU members in the direct work of NYCU;
- develop an effective system of communication between NYCU member organizations and NYCU governing bodies;
- develop and implement measures aimed at increasing the organizational capacity of NYCU and its members;
- to form, in accordance with the identified priorities of the NYCU, permanent committees of the NYCU Council;
- to advocating for increased public funding for public youth policy, including for the development of youth organizations and for the sustainable development of the NYCU;
- to obtain office space for NYCU, to secure the salaries of the Union Secretariat staff;
- Create a pool of NYCU coaches.
Regional development
Objective: To create conditions for the consolidation of youth organizations at local and regional levels and their participation in decision-making processes.
- create regional youth councils (NYCU units) in oblasts;
- organize trainings for NYCU units in the oblasts;
- ensure sustainable development of Regional Youth Councils – NYCU;
- to develop a system of communication between the cells and governing bodies of NYCU;
- to develop an effective mechanism for cooperation of youth organizations (regional youth councils – NYCU) with regional authorities and state structures dealing with youth issues;
- Put into practice the provisions set out in the Council of Europe’s “Revised European Charter for the Participation of Young People in Public Life at Local and Regional Level”;
- Support the methodological development or complementation of regional youth policy strategies.
Youth participation in the democratic formation of Ukraine
Objective: To involve youth and youth organizations in active participation in decision-making processes
- to promote youth participation in the country’s public life;
- develop proposals for improving youth policy in Ukraine;
- create mechanisms to increase youth mobility;
- develop, implement and evaluate the effectiveness of youth policy, using European standards;
- introduce a system of collecting information and statistics for the age category of youth at the state level;
- to provide advice and guidance on youth policy;
- implement measures to promote youth employment, especially those that are members of public organizations.
Support to youth NGOs
Objective: To assist and facilitate the development of NYCU member organizations.
- consolidate the organizational capacity of NYCU member organizations;
- to consolidate and develop the organizational skills of youth organizations in Ukraine;
- develop the capabilities and skills of the NYCU Council and Secretariat members;
- advocacy for the interests of Ukrainian youth and the position of Ukrainian youth in relevant structures;
- consolidate the youth movement in Ukraine and strengthen the position of Ukrainian youth;
- recognition of non-formal education provided by non-governmental non-governmental organizations (trainings, courses, seminars, etc.).
International cooperation:
Objective: To integrate Ukrainian youth into the European Youth Movement by sharing and applying best practices in building effective youth policies in Ukraine.
- to build new directions and opportunities of international;
- cooperation and strengthen cooperation with existing partners through the implementation of joint projects;
- to participate in the development of youth policy at the European level, by including the voice of Ukraine’s youth in European structures (including in the European Youth Forum);
- build relationships with international institutions responsible for youth and facilitate their work in Ukraine;
- deepen cooperation with the Council of Europe, the European Commission and other international organizations working with young people and youth within the frameworks of the mechanisms established;
- To promote the development of fruitful cooperation with youth organizations, the National Youth Councils of Western and Eastern Europe to share experiences and best practices in the formulation of effective youth policy;
- involve the central and local executive bodies on youth issues in the implementation of international programs involving youth organizations;
- support international cooperation at the local level, between youth NGOs, youth councils at different levels;
- Involve the youth of the Ukrainian Diaspora to cooperate in the interests of Ukraine at the international level.
